Hole IN THE WALL’S presents its comedy “LIVE OLD TIME RADIO.” The songs are great with prior Second World War comedy.

Perez fired Public Works Director Clarence Corbin today, saying that Corbin had "violated city procurement procedures, city ordinances and the city charter by hiring lobbyists to represent the public works department in dealings with federal and possibly state agencies."

    Perez said Corbin "circumvented the public bidding process and attempted to conceal the payments to a
    lobbying firm by routing them through an engineering firm." Perez said Corbin had been clearly told not to hire lobbyists outside the public process.

    Efforts to reach Corbin were unsuccessful Thursday afternoon.

    DPW DIRECTOR TERMINATED

    ---NEWS RELEASE---

    (April 2, 2009) --- Clarence Corbin, the City's of Hartford's Director of Public Works, was terminated today in connection with an inquiry conducted by the Corporation Counsel and City Department of Human Resources. The inquiry revealed that Corbin had violated City procurement procedures, City ordinances and the City Charter by hiring lobbyists to represent the Public Works Department in dealings with federal and possibly state agencies.

    In doing so, Corbin circumvented the public bidding process and attempted to conceal the payments to a lobbying firm by routing them through an engineering firm. Corbin had been given clear guidance that he was not allowed to hire lobbyists outside the public process required by City law and approved by the Mayor and City Council.

    Mayor Eddie A. Perez has asked the Corporation Counsel to inform the Connecticut Office of State Ethics and the appropriate Congressional Offices responsible for lobbyist oversight of the City's findings so that they can take any necessary action. Further, the Mayor has asked the City's Independent Audit Commission to review all professional service contracts presently held by the Department of Public Works to determine their compliance with City ordinances and procedures.

    Additionally, an acting Deputy Director of Public Works has been suspended and removed from his acting duties.

    The City's review of the matter included the following facts:

    • On September 16, 2008, the City obtained proposals from federal lobbying firms interested in representing the City before Congress. The public bidding process resulted in the Mayor and City Council selecting Baker, Donaldson as the City's federal lobbyists.

    • On November 5, 2008 Corbin requested a $7,000 sole source purchase order from the City purchasing division for technical, engineering services as well as "political liaison service" and "lobbying" by Richard L. Moffit and Associates of West Hartford in connection with the release of the state bond funds for the City's flood control projects.

    • Mr. Moffit had never been authorized by the Mayor and City Council to lobby any state official on behalf of the City.

    • On February 4, 2009, a change order for $24,000 was forwarded to purchasing by DPW for the purposes of paying the Ferguson Group, a federal lobbying firm that had been an unsuccessful bidder during the City's 2008 RFQ for lobbying services. The money was intended to be routed through Moffit to The Ferguson group. At no time did the purchase order detail who was the ultimate beneficiary of the funds.

    • On March 24, 2009, the Ferguson Group scheduled five meetings in Washington D.C. with staff from Senators Dodd and Lieberman, Congressman Larson, FEMA and the Army Corps of Engineers. The Acting Deputy Director of DPW, Richard Moffit and two Ferguson Group lobbyists attended the meetings.

    • The Ferguson Group on both its website and in documents left with Congressional Offices states that the "City of Hartford Public Works Department" was its client though it had never entered into a contract with the City and was never authorized to act for the City.

    • Though $31,000 in payments had been requested by DPW for Moffit and the Ferguson Group, only about $7,000 has been disbursed by the City and all remaining invoices were canceled this week.

    "I am very disappointed by Mr. Corbin's actions. However, I am confident that the steps we have taken internally and are taking with other government agencies will ensure that there will be no repeat of this type of incident in the future," Mayor Perez stated.

    I recommend a dinner at N.B. Buffet on Myrtle St. They have a great Chinese Buffet and you can order steaks and sushi. Then on to the show.
