If they really cared about helping these people, they would open temporary birth certificate offices in regions where there are large numbers of Puerto Ricans, so there would be an office where these people could go in person for assistance, instead of trying to deal over the phone or through the mail to an island over 1,000 miles away in the Caribbean.
All you need to know to understand why this situation is so screwed up is to be aware that the local government of Puerto Rico is the US federal government. Need I say more?

It is doubtful that Larson would do much to help Puerto Ricans since so many of them are conservative Republicans.
