Sooner or later, taxpayers will have to come to the realization that there is no free lunch. The Water Dept. operates as what is referred to as an Enterprise Fund. NB residents didn't get the full explanation from the newspapers as far as taking the $10.5 Million from the WD Fund Balance is concerned. More to come.
As to not realizing monies from the sale of NB properties is concerned, remember folks, it was was Mike Trueworthy who artificially inflated that budget line item by over $3Million and, that it was only Democrats that approved the budget. at a hastily called Special Meeting at 5:00 P.M. on May 27, 2011. Also, I have written many times that Mayor Stewart tried at least three times to change the arbitrary number of police officers applied to the budget from 158 to 140. Each time, Council Dems opposed it; result?, that PD budget line item showed a number of vacancies that had to be accounted for. The $11.5 M deficit announced by O'Brien was incorrect.
Since the lawyers who prepared this scheme had to be hand picked by Governor Malloy's chief of staff Andrew McDonald, it's legality needs to be investigated.
