If it doesn't violate the law, it certainly seems to violate the spirit of the law:
Sec. 29-2b. Imposition of traffic ticket quotas prohibited. The Department of Public Safety shall not impose any quota with respect to the issuance of summonses for motor vehicle violations upon any policeman in said department. Nothing in this section shall prohibit said department from using data concerning the issuance of summonses in the evaluation of an individual's work performance provided such data is not the exclusive means of evaluating such performance. As used in this section, "quota" means a specified number of summonses for motor vehicle violations to be issued within a specified period of time.
How would you like to be the poor slob who had to get a ticket just so a trooper making over $100k plus all the free state gas he can pour into his free state car had to give one more ticket so that he could earn his free piece of pizza?
What's the point? You send in the ticket pleading not guilty and most of the time get a letter telling you to forget about it. The courts claims they lack the staff to prosecute these frivolous violations, so why waste the money on all that pizza?
Sounds like the troopers managed to tick off their dictator with this bazaar behavior. Dictator Dan was on the news calling this behavior unacceptable and he had the same tenseness in his voice that you normally hear from him when someone opposes one of his socialist plans.
