The City Charter changed many years ago and with it the functions of Commissions. Commissions have no powers. The Mayor appoints all Commissioners. The only function of Commissions is to recommend policy (ies) changes.
Right the police control the city's animal shelter and make the Police Chief makes the assignments and is responsible for recommending a budget. Also, commissioners must be electors of New Britain. We've had enough of out of towers messing in New Britain's business.
How about an ordinance or State law that requires all dogs have an ID chip. In place of that, offer a 1000 dollar reward for info that leads to an arrest and conviction of abondoning a domestic animal. Fine would be 1000 dollars that would be returned to the reward fund.
