New Britain's unmentioned forgotten Budget hole by the Mayor and his common council.

FRANKSMITHSAYSNB EDITORIAL:
WE can all recall the raiding of the water bureau funds for over $12,000,000.00 dollars. What has been forgotten is the fact that this money was a bond the City assumed to continue to make payments which come to $800,000 dollars annually. How is this payment along with the continued spending that the Administration continues to ignore that a day of reckoning is soon to come along without raising taxes? One knowledgeable person did predict a eight to nine mil increase is unavoidable. Even Alderman Willie Pabon had suggested a 3and 1 half mil increase months ago and was ignored by the Democratic leadership.

  2. Considering that the water department is a utility and is neither a tax, nor a source of revenue, it seems illegal for the city to be commingling money into the general budget.

    Additionally, even if Tim O'Brien would argue that it is legal, that money does not all come from the citizens of New Britain. He is literally taking the money from citizens of surrounding towns who have paid their utility bill to the water department, and using that money instead for spending programs.

    There is no way that is legal.

  3. If this opinion was given by New Britain's Corp. Counsel, you can bet your life it isn't worth the paper on which it was printed. The c.c. is a joke. If the City war to be sued by surrounding towns for misuse of Ratepayer funds, the City would lose. Those funds war placed in the City's General fund which means that now they are an additional burden on taxpayers that must be repaid.

    YET, NO TAX INCREASE IS FORSEEN BY O'BRIEN !
