MAYOR RELEASES GRAND LIST FIGURES; INCREASE DESPITE CONTINUING SLUGGISH ECONOMY


New Britain Mayor Timothy Stewart today released the October 1, 2010 Grand List which shows a net Grand List increase of 0.32% compared with the October 1, 2009 Grand List

“I am pleased to announce that, despite the poor economic conditions facing our country, state and community, New Britain’s net Grand List has remained stable, even slightly increasing this year,” Mayor Stewart said today. “A year ago, our Grand List decreased by 0.3% as the economic situation continued to stagnate. This year, the Grand List continued to improve showing a slight increase in real estate and motor vehicle values that offset a decrease in personal property assessments.”

Stewart noted that the 2010 Grand List showed net (less exemptions) real estate values increased $9.1 million (0.36%), motor vehicles increased $4.4 million (1.86%) while personal property decreased by $4.2 million
(-2.79%).

“It is important to point out that Personal Property is down due to the state mandated increase in exemptions for manufacturing equipment older than five years in age. The exemption went from 80% last year, to 100% this year, effectively eliminating manufacturing equipment from taxation. While the City does receive a reimbursement from the State of Connecticut to reimburse us for part of the tax loss on these exemptions, it is frozen at 80% or less of the tax amount that would be due if there were no exemptions at all. The phase out in the assessment of this equipment began in 2006. This is yet another state mandate that ties the hands of City’s attempting to generate tax revenue and unfortunately, it is the owners of real property and motor vehicles that are then forced to make up the difference,” Stewart added.

The increase in real property included $4.5 million in assessments for new construction on 18 new homes. Another factor adding to the increase was less in exemptions for businesses (Webster Bank, Papa’s Dodge and Siracusa Moving) that have negotiated assessment deals to phase in their assessments on new or expanded facilities.

“Overall, I believe these figures indicate a level of stability for our City that is important at a time when the national economy has been in turmoil. It is, however, too early to speculate on what impact these latest figures will have when it comes to budget deliberations. There are far too many other factors that will affect the mill rate, specifically the amount of state and federal funding that New Britain will receive in the next fiscal year which has yet to be determined. For my part, I will make every effort to control spending in the 2011-2012 City budget and to protect the taxpayers of our community from increases in local property taxes,” Stewart concluded.

It seems quite clear from many recent actions and statements made by Alderman Michael Trueworthy, that as the Mayor Pro Tempore, he is clearly chomping at the bit for a chance to park his butt behind the mayor's desk, but will he ever get that chance? Perhaps only if his own party leadership were to stop working against him by pushing their own radical candidate for Senate, because short of Mayor Tim Stewart resigning to become our next Senator, there is very little chance of this libtard ever becoming mayor on his own. Common sense would dictate that Mr. Trueworthy should be one of the biggest supporters of Tim Stewart's Senate campaign even if it is for purely selfish reasons!

Stewart Clears up Confusions


As the February 22 special election is fast approaching, I am afraid voters are being subjected to political mudslinging and whisper campaigns. I’d like to take this opportunity to clarify a few issues surrounding my candidacy.

Many 6th District residents have received phone calls over the past few days from Idaho and Michigan claiming to be a survey or poll. These are put out by my opponent’s campaign and many of the statements are misleading and negative – not consistent with the clean campaign that we both vowed to run.

While I don’t make it a habit to respond to back door allegations, I would like to clarify one charge being made by my opponent’s out of state hired guns, that I will potentially serve a dual role as mayor and a state senator, if I am elected to the legislature. Her camp wants you to think I am a money-hungry politician seeking to retain both jobs.

Those who know me, know that categorization couldn’t be farther from the truth.

If I am elected to the state senate, I do plan to continue as mayor for as long as it takes to ensure a smooth transition from one administration to the next, and to guarantee that the
city's finances remain stable. This is particularly important as the City is in the middle of its budget preparation for the next fiscal year.

The New Britain City Charter does not indicate when an individual would have to resign if elected to another office. Therefore, there are many questions that have yet to be resolved, if or when the time comes. Rest assured I will not take any action that jeopardizes the best interests of the people I serve.

I hope that my opponent and her supporters will stop this smear campaign and instead focus on the issues that are of importance to the residents of Berlin, Farmington and New Britain.
I will continue to take every opportunity to talk about my record of service and my views on issues facing the state legislature and not get side tracked with these political games. 6th District voters deserve better and I know they will not be fooled by these cheap tricks.

Let’s get back to talking about what really matters in the lives of our constituents - education, spending and job creation. That’s what this election should be about.

The DTC Chairman At His Best During The Council's Public Participation

What should have been a joyous occasion for David DeFronzo, turned out to be sullied during public participation by the appearance of DTC Chairman John McNamara. The DTC Chair was there ostensibly to praise DeFronzo and praise his qualifications.

Instead McNamara used about half of his time to do nothing but make scurrilous remarks about Republicans, in particular, the four Council Republicans; typical, vintage, hateful, McNamara.

STEWART NOT TO SEEK SPECIAL INTEREST ENDORSEMENTS

NEW BRITAIN – Sixth District State Senatorial Candidate Timothy Stewart
Announced Tuesday that he would not seek endorsements from any
special interest groups.

Many organizations and associations send candidates questionnaires or
request interviews to determine the candidate’s position on topics
that are of importance to the group’s membership.

However, Stewart, who is the mayor of New Britain, said given the
compressed time frame of this election, he believes his efforts would
be best spent making direct contact with individual voters in Berlin,
Farmington and New Britain.

“I appreciate the attention that special interest groups are giving
this upcoming special election and I applaud them for their advocacy
on behalf of their membership. But my role is not to serve them or
gain their favor,” said Stewart. “If elected, my obligation is to act
in the best interest of all of the voters of the sixth district, and
to help make Connecticut more competitive and attractive to families
and businesses.”

Stewart said his priorities would be to help solve the budget problems
confronting the state, improve job growth and address quality of life
issues.

“I would strive to help all taxpayers by proposing and supporting
measures that control spending and spur economic development, just as
I have successfully done as mayor of New Britain,” said Stewart.

Stewart said although he is not seeking endorsements, if elected or in
his capacity as Mayor, he would always welcome the opportunity to sit
down with any group after the February 22 special election to have a
more in-depth discussion and to learn more about the issues that are
important to them.

David DeFronzo becomes the City's New Alderman

With the agenda changes recently publicly reported of placing item #6 ahead of #7 of the council's Wednesday's agenda surely points out that the democrats are flexing the power muscles rather than allowing the other side of the isle to make their presentation to appoint Joseph Salvio.
That would at least be the fair and the democratic way for the public to hear all sides of this important issue in the replacement of the vacant seat created by the resignation of Alderman Phil Sherwood.

I urge the democratic side of the isle to reverse their intent so as to give the public, during public participation, a reason to make their feelings known of their choice.

Do not Let the dictates of the DTC Chairman control your agenda's.

Tell your liberal friends you prefer foreign policy Teddy Roosevelt style:

"Speak softly and carry a big stick" to foreign policy.

Barack Obama style: "Speak softly, bow deeply, and apologize often."

On the front page of the NB City Journal is a headline called, “A New Look.”

It may appear to the readers that this is a “fait accompli.” In actuality, it is, but nevertheless, not accurate or true. Nonetheless it is not only chutzpah, but it is presumptuous to say that David DeFronzo is the replacement for Phil Sherwood on the NB Common Council. Also it is absolutely ridiculous that John McNamara and the Democratic Town Committee have anything to say about the appointment. Let’s get this straight; under the charter, the replacement for Phil Sherwood is a Common Council appointment, it has nothing whatsoever to do with the Town Committee! John McNamara should stay out of it.

The original agenda for the January 12th Common Council Meeting carried only one resolution for a replacement for Phil Sherwood--Democrat Joseph Salvio, yes, the son of Alderman and Minority Leader, Louis Salvio. Due to inclement weather, that meeting was cancelled and a Special Meeting of the Council was called for 1/13/11 to deal with a few, time sensitive items. Among them was NOT the replacement of Phil Sherwood.

City hall officials have pointed out to me the changes on the upcoming agenda:

Fast forward to January 26, 2011; now the new agenda shows a resolution (#6) to replace Phil Sherwood on the Common Council, put forward by Mike Trueworthy and Eva Magnuszewski, to name David DeFronzo, son of Commissioner Donald DeFronzo as Phil Sherwood’s replacement. This resolution is placed ahead of the Resolution (#7) appointing Joseph Salvio to the Council position. Of course, with the supermajority of Democrats on the Common Council, this act makes Resolution #7, moot. This is presumptuous and also, "dirty pool."

Surprisingly, David DeFronzo has endorsed the move, stating in the NB City Journal, and I quote that paper, “ I look forward to working with you and the members of the Council,” DeFronzo said to fellow Democratic Party members at a Democratic Town Committee meeting.

Once again, the younger DeFronzo shows his inexperience and lack of knowledge of the NB City Charter.

THIS IS A COMMON COUNCIL APPOINTMENT ; it has nothing to do with John McNamara and the Democratic Town Committee.

Unfortunately, this shows the younger DeFronzo’s willingness to be dictated to by Democratic Party Dinosaurs and to ignore the people of NB and the NB Charter.

Dear Editor:

It appears that the Herald is playing some type of game with its on-line publication.

An article entitled, "Free Ride" was a front page article in Saturday's Herald, yet, it was not included in the on-line edition on Saturday. Thus, none could post any comments re the article. Surprisingly, the article appeared in today's on-line Herald.

One Herald reader commented recently about The Herald sanitizing it's on line publication.

If one reads the comments posted for the Free Ride article, one of the comments was posted by someone under the moniker, "Disserviced" & appears to relate solidly to today's Herald Editorial, [Our View; Absence of candidates is bad for the process]. "Disserviced's comments sound very much like those made recently by, DTC Chair, John McNamara. Could it be?!

The editorial (my opinion) makes some ridiculous assertions, to wit: "The people of the 25th District are being denied that choice." - presumably by Republicans, all of them! ; also, "We find it hard to believe that, nowhere in the 25th District, there's a Republican worthy of the Town Committee's support and if there is no such person - not even someone willing to run as a "sacrificial lamb" or as a standard bearer for the party - what does that say about the city GOP?" I take exception to that statement; I am a member of the city GOP and can tell you flat out that we don't operate that way. The Herald is actually suggesting that the Republicans ask somebody to be dishonest. WHY? To satisfy the Herald's left leaning editorial writers and John McNamara?

The Herald has a short memory. When new officers were chosen for the NB GOP Town Committee, the officers sent out a general request to NB Republicans asking any Republican to come forward if they had an interest in running for any office.

And finally, the most ridiculous statement of all in the editorial, and I quote, "... - but we also believe that Republicans lost the right to complain about Democrats in this District when they chose not to offer an alternative." NOW, REPUBLICANS ARE DENIED RIGHTS BY THE HERALD !!!!!!!! Did John McNamara and an erstwhile alderman join the Herald's editorial staff?

"OUR VIEW", TODAY, IS BAD WRITING AND IT IS ALSO ACCUSATORY AND INFLAMMATORY!

THE HERALD OWES ALL REPUBLICANS AND ESPECIALLY THE NB GOP TOWN COMMITTEE AN EARNEST APOLOGY.

Really! A champion for what and when? For all of David DeFronzo’s early life he lived with his parents in the East end of town, Bedford Ave. He only moved to the Belvedere section of New Britain within the past few years.

The New Britain Herald will be reporting in tomorrow's edition (Sept. 21) that Greg Gerratana, the person who admitted to posting below-the-belt comments on the Herald's web site about Mayor Tim Stewart, is pulling his candidacy as the city's Democratic nominee for Tax Collector.

This comes after a story by CTNewsJunkie.com saying Rep. Tim O'Brien, candidate for mayor of New Britain, called for Gerratana to resign from his ticket:

“I am personally disappointed in Greg Gerratana’s action in writing personal attacks against another official, and I’m sorry that he did,” O’Brien said. “It was inexcusable."


O'Brien also asked Speaker of the House Chris Donovan to see that Gerratana would be reassigned as his legislative assistant up at the Capitol. Last week Gerratana was serving a one week suspension from his aide duties after finally choosing to say he was responsible. An examination by the Herald found that computers from the state Capitol where breeding grounds for the online vitriol. It was soon speculated by blogs that the people responsible were either Gerratana or Richard Lopes, an aide to Sen. Don Defronzo, D-New Britain, and campaign manager for O'Brien's run at NB mayor. Lopes already has a history of trying to pull stupid fourth-grade pranks like messing up a Capitol employee's desk back in 2007.


But I don't think the story ends here, and neither do other people I've talked to who have kept close to the New Britain political scene. According to one person, right before the comment-gate thing broke, Greg Gerratana sat down with a Herald reporter for a recorded 53 minute interview and denied over and over that he was the one who made the comments. The next day, Gerratana weirdly admitted to the House Democratic Caucus that he was in fact behind the online postings.

This begs some speculation: Was Gerratana asked to take the fall for perhaps Lopes, O'Brien's campaign manager? Did John McNamara, party chair of the New Britain Democrats force the kid to take one for the team? Why else would he change his story after denying it on the record?

The main reason is that you socialists are holding a fundraiser here in New Britain today, and the scandals in the Democratic Party have been ongoing for years.

In addition to pointing out that the Democrats have a long history of fighting to prevent blacks from being equal to whites, while Republicans delivered equal rights to blacks against strong Democratic opposition, lets also talk about:

The scandal surrounding Tercyak and his recent arrest

An Alderman (Gerrantana) living in Berlin while serving on the New Britain council

The same Alderman (gerrantana) while working at the state capitol, abusing a state computer to attack the Mayor which was uncovered by the New Britain Herald Reporter (James Craven)

All the blatant ethics violations involving Cantazaro, resulting in a unanimous finding by the Ethics Commission against him, which the commission's were then ignored by the Democratic majority of the council

How about Rick Lopes registering his cars out of town while an Alderman--apparently avoiding the enormous New Britain taxes he helped to pass

and don't forget Mr. Lopes again caught rifling through someone else's desk while serving as an aide to Senator DeFronzo?

Don't forget the local Democrats forming radical protests outside the Wal-Mart store--ultimately driving them and their 170 jobs to move out of New Britain


And don't forget the rising star of your party, Mr. Sherwood insulting an investor planning to spend $5 million redeveloping Pinnacle Heights--backing out of the deal after the childish insult of "Where's the beef" was thrown at him by the Majority Leader of your party--acting like a 2 year old.

How about Geragosian as a legislative leader, supported giving more funding to Waterbury, New London, Bridgeport, New Haven and others, and when questioned on this at a CPOA meeting, his reply was that they needed the money more than New Britain. Geragosian supported giving others more money than the city he was elected to represent, and now his payoff is a high paying appointment in the radical Dan Malloy administration,

The Marilyn Monroe scandal seems minuscule compared to the constant scandals involving Democrats in New Britain.

Fundraiser Held For Tim Stewart's Senate Campaign

A Fundraiser for Mayor Stewart's Senate campaign was held Friday evening at the New Britain VFW Post. It was an amazing turnout completely filling the entire hall. For most of the evening it was standing room only, and even then it was difficult to find an open space to stand due to the size of the crowd.

I enjoyed the opportunity to see so many old friends, Republican, Democrat and Independent, all coming together in support of such a worthy candidate.

The event began with a spectacular food service, followed by a chance to hear Mayor Stewart address the enormous crowd in attendance.

The Mayor began by thanking the many Connecticut Mayors, State Senators, Representatives and local New Britain officials for attending. The Mayor then spoke to the crowd regarding his vision for the future of Connecticut and his plans to work hard with his soon to be colleagues in the legislature in order to find solutions for the serious fiscal problems facing our state. The Mayor's comments were well received by the crowd, as many times he had to pause for the cheering and applause.

The evening closed out with live entertainment.

In all my years of political involvement, I can honestly say this was the largest turnout I have ever seen for a political fundraising event. It was an honor to be in attendance for such an important event.

Blaming The Republicans!!!

Our very own Tim O'Brien has stated in the New Britain Herald that Republicans are responsible for the Arizona tragedy.

It is a very shameful remark coming from our state Representative. This is the person that the Democratic Party ran for their Mayoral Candidate during the last city elections.

"GOD" please forbid this from ever happening.

Assumption of Power!

At the special Council meeting held on 1-13-11 it appeared that Alderman Trueworhty has assumed the powers of both seats that of President Pro Tempore and Majority Leader since he sat in the Majority Leader's seat right next to the Mayor's during this special meeting.

Could the Appointment of Alderperson Eva Magnuszewski as the council's new Majority Leader be in name only and that Trueworhty has assumed both powerful seats with his seating directly next to the mayor in the seat that belongs to the Majority Leader and not in the seat where he belongs as the President Pro Tempore?

Could this have occurred under the sanctions of the DTC chairman John McNamara and/or that of the former State Representative, David Pudlin, the City's real political Democratic Boss in the background.

The Special Meeting of the City's Board Alderman, held 1-13-11, had New Changes in its Leadership.


Alderwoman Eva Magnuszewski became the new Majority Leader replacing Phil Sherwood who resigned his alderman seat recently.

We all trust this change of leadership will be a positive one.

I wish to thank Eva for stepping up in order to make this badly needed change with our Council leadership.

Mayor Stewart's Acceptance Speech for the 6th State Senatorial District Convention



Thank you. I am honored and privileged to accept your endorsement for the 6th State Senatorial District. These past few weeks have gone by in a blur with a political process that usually takes weeks and months crammed into a few days.

I am overwhelmed by the encouragement and support I have received – there are already a great number of people to thank. The town committees from Berlin, Farmington and New Britain have been wonderful, and I particularly want to thank the three town chairs who have jumped in with both feet to help during what is normally a lull in local politics. The phone calls and the kind words at events – some from complete strangers - have meant a great deal to me, as has the constant support of my friends and my family – my wife Patty, daughter Erin, son Kevin and my mom Eileen.

As I said at my announcement this past Friday, I am a bit surprised to find myself here as a candidate for the state legislature. When I first entered the political arena by running for the Board of Education in 1995, I thought it would only be for a few years at most.

My motivation for running was to resolve an issue my daughter Erin was having in school. I went to up and down the chain of command, from teacher to principal, to the Superintendent, to Board of Education members and even to the Mayor’s office. Nobody seemed to be listening. I decided to turn my frustration into something positive by running for the Board. Certainly I did not kid myself that I could solve all the issues facing New Britain’s educational system, but I thought I could at least be a voice for other concerned parents.

After four years, I realized there was only so much change that can be done at the Board level. So I tried the Common Council for four years. Again, I realized that sometimes you have to move to the next level to get things done, so I ran for Mayor. After seven years with some great accomplishments, I have once again reached a level of frustration where I need to take the battle for common sense in government to another venue: the state Senate.

For too many years, our state legislature has been a hindrance and not a help to cities, taxpayers and businesses alike. Our cities like New Britain are overwhelmed with the daily struggle of balancing the needs of many with the resources of the few. Instead of providing a helping hand, the state more often than not provides a slap in the face with decreased funding, more regulation and unfunded mandates.

Businesses face a similar cold shoulder from state government– instead of assistance in these bad economic times (or even staying out of the way as businesses try to recover), the state legislature adds to the burden with job disincentives. Just last week, Governor Malloy started the drumbeat again for paid sick leave. As New Britain Alderman and small business owner Mark Bernacki can tell you, that is the death knell to more in the very place where the majority of jobs in Connecticut are coming from: our small and mid-size businesses.
Families, many trying to make it through the loss of a job or home, are also drowning in state taxes piled on from years of haphazard spending. Connecticut’s credit card is maxed out and the bill is coming due. The state legislature needs people willing to dole out some “tough love” and keep spending and taxes in check as we have been able to do here in New Britain.

It’s been a privilege to serve the people of New Britain as Mayor for seven years and I am proud of all my administration has been able to accomplish. From Celebration Foods to downtown revitalization to the life saving efforts of our firefighters as first responders to our single stream recycling to our multi-year street paving plan, positive things are happening here in New Britain. When I’m asked to give a “state of the city” speech to the Rotary or other local organization, I always come armed with about three pages of good things that have happened and more good things on the way.

But the biggest accomplishment has been making all this progress while holding the line on taxes for six of the seven budgets that I have proposed. This is no small feat given the challenges we face as a community, especially these times of economic uncertainty across the state and nation. But I as I have said many times, government must do what households and businesses across America are doing – tighten its belt and live within our means. As our residents are losing jobs and homes, I refuse to add to that burden by raising their already high taxes.

During my six years as mayor, I may not have found instant solutions to all the challenges facing urban communities like New Britain. But I have maintained an open door policy throughout my seven years in office with monthly office hours so people can bring issues directly to me. You may not get the answer you want, but you are listened to, and I personally have worked with hundreds of residents and businesses to cut through red tape and get issues resolved. I look forward to bringing that same level of constituent service to people in Berlin and Farmington as I think their needs and concerns have undeservedly taken a back seat to big city politics for far too many years.

Too many times over the past several years, we pick up the newspaper or turn on the evening news and see a story about a corrupt politician. People should be elected who want to put citizens above self, put politics aside for the good of the community, people who want to make a real difference in the lives of the people that we serve. However, it seems like instead of the people, it has become the government of me, for me and all about me. In fact we are having this special election because someone took an opportunity to enrich themselves at the expense of those they were elected to serve only a few short weeks ago.

Some may think I’m crazy because I’ll be taking a pay cut, not a pay raise to go from Mayor to State Senator. That’s because I believe in putting money into taxpayer’s pockets, not my own. As I have done during my past campaigns, I will only make one promise– that if I am honored by the voters of the 6th District and sent to the State Senate, I will continue to work 24/7 to make Berlin, Farmington and New Britain great places to live, work and raise a family.
But I need your help to get to the State Senate – February 22nd will be here in six short weeks. So please – we have a fundraiser on Friday at the New Britain VFW – please even if you can only give $5 we need to reach the thresholds to make the criteria for the public funding so we can get our message out. But I don’t just want your contributions; I need your voice to tell your friends and neighbors that this special election is important to their future. On Election Day, we will be battling a powerful political machine and we may even have to battle the weather, but make no mistake, we will fight the good fight to make sure the people of Berlin, Farmington and New Britain have the representation they deserve in Hartford.

James Craven Regarding Stewart's Senatorial Run

After covering the mayor’s office for a number of years, I was not surprised to read of his entrance into the race for a state senate seat. He may not be everyone’s cup of tea, some prefer coffee (a few arsenic), but the facts are clear in his case, as is his record. Objectively, the city is better off today than it was before he took office. That it still needs a tremendous amount of work also is true.

So, say what you will, but it is hard to find wrong with anyone who puts themselves out there for ridicule and criticism when they do so for public service to the community. In the end, I found him honest, loud, a consummate politician (take that as you will) and enamored with the city he represented.

Whether I would vote for him is not for this forum, but I do wish him luck. "


When the New Britain Herald reporter who covered the mayor's office for many years says the city is better off for having had Tim Stewart as mayor, then he must have done a great job for this city!

Frank, I just posted this on the Herald and I thought your readers might want to see it too:

The viscous attack campaign on here (The Herald, not your site) against the mayor is typical of liberal Democrats who have no solutions to offer.

Democrats have no record they can run on. They offer no solutions for the problems they have created with one failed socialist bill after another, so the only thing they can do is launch personal attacks at their opponents to distract from their own dismal failures, because they know their only hope for success is to keep the voters focused away from the disasters they, the Democrats, have created for this country.

If the public in Berlin, Farmington, and New Britain falls for this non-sense from the Democrats, then they deserve the radical they will no doubt end up with as their Senator.

If Tim Stewart is as bad as these left wing loons would have you believe, then how has he been re-elected 4 times as a Republican in a town that is 10 to 1 made up of Democrats?

The message to Berlin & Farmington is clear: the people of New Britain have appreciated the job Tim Stewart has been doing for them, and from the comments posted on here, that has the local Democratic operatives apparently coming unglued. "

Governor Dan Malloy Asks State Employees For Cost Cutting Ideas : The Courant

WHO IS RUNNING OUR STATE? CLEARLY NOT THE GOVERNOR:

If you read the headline for the above article in today's Courant, you will believe that the governor has asked state employees for their ideas on how to cut waste in state government, but is that really true?

Read the text of the governor's e-mail, and you will find that the governor instructs his employees to make their cost saving suggestions to their individual unions, and then if the union representative agrees with the employee's suggestion, then, and only then, the union may decide to forward the employee's suggestion to the governor.

After reading the governor's e-mail, I am left with one question: Who is running the state, the governor, or the unions? Clearly the new governor is of the opinion that it is the latter.

So much for a good idea like seeking suggestions from those who would know where to find the waste, like the employees who are actually doing the work. For example, say an employee knows how to streamline a certain process in a way that would allow the state to either eliminate positions or reduce overtime, does anyone really think that the union would support such a cost saving measure? Clearly Mr. Malloy thinks that the unions would.

Finance & Taxation Chair Speaks Out!

To the Editor;

Recently the upcoming Board of Education has been making headlines. Many are already anticipating budget shortfalls as Federal stimulus money and state funding dry up. What is truly unfortunate is that the Board of Education is receiving their budget so late that they will hardly have anytime to examine it for potential savings before passing it to the Board of Finance and Taxation.

As Chairman for the Board of Finance and Taxation, I have already been in contact with several of the Board of Education members and plan on contacting the rest shortly. I am looking to sit down with the BOE members before the Board of Finance and Taxation takes up our own deliberations on the budget. By having an open discussion with the Board of Education members I hope that the Board of Finance and Taxation’s recommendations to the Mayor concerning the education budget can reflect the balanced needs of the students and the taxpayers of New Britain.

This budget year will be a challenging one. The economy, especially in Connecticut, has been slow to recover. It will take shared sacrifice of everyone involved to ensure that quality services will be maintained in our city while we weather this economic winter. I look forward to serving the taxpayers of New Britain even in these challenging times.

Stewart for State Senate Announcement Speech 1/7/11


I’m very proud and frankly a little surprised to be standing here today surrounded by my family, friends and supporters announcing my desire to run for the 6th District State Senate seat.

You might not know this, but my involvement in politics was unplanned. And I never intended to remain involved for so long. I still see myself as a kid from New Britain who went to work for the fire department and was lucky enough to work for the city and raise his family here.

It all started when my daughter was young child; there were some issues in her school that were not being resolved to my satisfaction- or to the satisfaction of a number of parents. We spoke to the principal, the superintendent and the members of the board of education. Eventually, I determined that the only way to get the outcome we wanted was for me to run for a seat on the board of education. And I won.

What’s ironic is that I still don’t trust politicians and I don’t want to be one.

But I guess I’m here today because I don’t want to stop fighting for the people who have entrusted me to represent them for so many years.
After the board of education, I ran for a seat on the city council because I felt that taxpayers needed a voice to represent their interest. I served two, two-year terms. And then I ran for the office of mayor and been elected four times.

As a board of education member, a member of the city council and now as mayor, I’ve been involved in difficult budget negotiations and a number of school renovation projects, including the state’s largest high school. So I understand the challenges that municipalities like New Britain, Farmington and Berlin face in their effort to provide their children with quality schools that deliver a first class education.
While on the City Council, I served as minority leader for three of my four years. Although I was in the minority party, as I am now, I was still able to build consensus and move initiatives forward that improved the quality life for residents of New Britain. I’m very proud of that.

As mayor, I was able to get New Britain’s fiscal house in order. We were we able to hold the line on taxes for six of my seven budget years, improve the city’s bond rating while other city’s ratings fell, introduce single-stream recycling, consolidate city functions and create other efficiencies to reduce costs to taxpayers. We also attracted millions of dollars in economic development to the city – more than was brought in for the previous 10 years. That effort includes businesses like Celebrations Foods where we are standing today. A project that cost $20million to build and has created over 350 new jobs to our city.
As a side note, Celebration Foods was recently bought out by the largest frozen food company in the nation so we expect continued expansion and additional jobs. And right next door to Celebration is Tenergy Christ water treatment, recently bought out by Nalco, which plans to expand its facility and workforce in New Britain.
What all these roles have given me is a view from the inside of government. Unlike most of the legislators serving in Hartford, I understand the challenges that towns like Berlin and Farmington and cities like New Britain face and what resources and support they need to be successful. If given the opportunity to represent you, I will challenge the status quo and ensure that your interests are served, not the interest of lobbyist and special interest groups.

I have also seen how unfunded mandates tie the hands of community leaders and make their jobs nearly impossible. If elected I would vote against every unfunded mandate brought to the senate that is imposed on the cities and towns of our state.
I also know how provisions like the minimum budget requirement prevents middle class communities like ours from getting education spending under control. Why should you have to keep spending the same amount or more on education if your enrollment, your grand list and your state funding are all going down? This makes no sense, and needs to be changed.

But I think my greatest attribute will be to bring common sense back to state government, particularly in the area of economic development. More than anything, our communities and our state need to expand their tax bases. We must attract more business to Connecticut and retain – or expand - the ones we already have. To accomplish this, we must change not only our policies, but also our attitude towards small and family-owned businesses. They are our life blood and our backbone. This state will not survive if these businesses are not given what they need to flourish. We must stop taxing and regulating them out of existence.

In New Britain, I am often called the Mayor who will tell it like it is, and I am extremely proud of that –even though that approach is not always appreciated. But I am also known as the mayor who always has his door open to his constituents. I’ll even answer the phone at 3 a.m., even though I’m not always happy about it.
For me, it’s about people, not politics. My agenda is you. My goal is to serve the voters, not myself, and to leave this community better than I found it.

So I hope that the delegates from Berlin, Farmington and New Britain will nominate me for the 6th District senate seat on Tuesday, and if I am given that honor, I hope the voters of our three great communities will select me to serve as their voice in the Connecticut state senate. I know I can make a positive difference in their lives.

Thank you all for coming out today and I look forward to continuing to work together to make not only New Britain, but Berlin and Farmington a better place to live and to work.

Mayor Timothy Stewart Makes His Senate Candidacy Official!


With many of his friends in attendance, Tim Stewart announced his candidacy for Senate in front of Celebration Foods which was recently purchased by Rich Foods.

Senator Len Fassano of the 34th. District introduced Mayor Stewart, citing that this change will make our state a better place and that Tim's boldness will be a great addition to the Senate.

The Mayor was greeted by three Aldermen, many city officials and members of various commissions. A great friend, Mayor Mark Boughton, of Danbury, was on hand to support Stewart.

John McNamara has a lot of nerve to call one of his constituents, Joseph Salvio, a "Dino".

Mr. Salvio is a registered Democrat should be respected by his DTC chairman without being slurred in a local newspaper.

It seems that John, a former newspaper reporter, has lost it completely.

Republicans recommend Democrat to Replace Sherwoood's Vacant Seat on the City Council

NEW BRITAIN COMMON COUNCIL MEMBERS CALL FOR MORE OPEN PROCESS IN APPOINTMENT TO FILL COUNCIL VACANCIES

The four Republican members of the New Britain Common Council, Mark Bernacki, Mary Marrocco, Willy Pabon and Lou Salvio, today called upon their colleagues from the Democratic majority to have a more open process when filling the Council vacancy in the 4th ward. The vacancy was created on January 1, 2011 with the resignation of Phil Sherwood.

“Recent appointments to fill vacancies are added to the agenda at the beginning of the meeting, so the public has no opportunity to comment on the person being appointed,” said Minority Leader Lou Salvio. “When members are elected rather than appointed, the public has several months to learn about the candidates and their experience and abilities. Not making known in advance of the meeting who is being put forward to fill a vacancy deprives the public of information it should have access to and adds secrecy rather than sunlight to what should be a transparent operation of local government.”

Under the New Britain City Charter, vacancies are filled by appointment of the Council. The person filling the vacancy must be a member of the same political party as the person who vacated the seat, and if a district member such as former Ald. Sherwood, the replacement must also reside within that district.

Assistant Majority Leader Mark Bernacki continued, “Several people have expressed an interest in serving, but we are taking the unusual step of putting forward a resolution (copy attached) with a name in an attempt to create a more open process than those that have taken place in the past. As a registered Democrat, Joseph Salvio, a lifelong New Britain resident and longtime resident of the Fourth District, meets the Charter criteria to fill this vacancy. I am glad he is willing to serve his community as he has served the City well as Chairman of the Board of Health. I hope that his civic minded offer receives consideration by the Council as a whole.”

Alderpersons Marrocco and Pabon concurred, “It is unfair to present a name to the Council the evening of the meeting and expect that we can make an informed decision without knowing anything about the person being put forward. This unfortunately was the case at the November meeting with the appointment of Alderman Sanchez. We want to stress this is nothing against the persons being appointed (in the case of Alderman Sanchez, the vote to appoint was unanimous), but against a closed process that does not allow for input from the very members of the public that that alderperson will be serving.”

Bernacki concluded, “Certainly the Democratic Council members have the votes to do as they please, but clearly there are discussions among them and with the Democratic Town Committee as to who will fill the vacancy. It is our hope that this will encourage them to open up the process and share that information with the public and their fellow Council members to give that new Council member a positive start.”
