Letter to the Editor by Louis Salvio

It was reported recently in the newspapers that a new state law took effect this past October; the law says that recruits attending NB's Police Academy will no longer be required to work on our police force for two years after graduation. Academy graduates are free now to sign up with the police departments of their choice. The grant received recently by the NB police department will cover the training of a limited number of recruits who will probably look for the best paying departments for employment. What happens if the grant is not renewed? ; the same thing that happens when education grants dry up, to wit, taxpayers foot the bill. As stated by Chief Gagliardi, this new regulation will severely limit NB's ability to keep Academy graduates in town and severely place a greater burden on NB taxpayers.

Supposedly, the NB police department is 24 officers "understaffed." While there is no hard and fast rule that says the NB must have 158 police officers, that is the number that is being used. Three times, former Mayor Stewart tried to reduce the department's budget allocation to reflect having a full complement of officers at, 140. The Democrat-controlled Council said NO! In the meantime and since he took office, Mayor O'Brien has instituted a hiring freeze, and soon after said the city will be working to bring the departing staff in up to 158. Makes sense? Not to many of us.

Now, who was a State Representative from NB when the proposed new state law was passed and voted in favor? If you guessed our illustrious Mayor O'Brien, you win the prize - higher taxes! O'Brien also voted for the Malloy Administration's largest tax increase in CT State history. Also, don't forget, O'Brien also promised more money for the education budget. Mr. O'Brien, I hope, is learning that amazingly, some questionable decisions one makes, e.g., like casting favorable votes that will affect your constituents adversely, come back and bite one in the derriere in the future.

"AMEN" TO THIS SIGN!!!

When I visited Hawaii last week I had a chance to meet with a friend of mine who was President of the Hawaii Jaycees when I was president of the NJ Jaycees . His name is Ron Au. He was a Supreme court Judge in Hawaii and recently retired. He told me privately that there is great skepticism about Obama’s birthright in Hawaii amongst the people in the know. He said that he has some serious reservations about the papers that the White House made public. Interesting!!! I wonder why the Trumpster gave up his quest so quickly they must have some nasty stuff on him to make him go away so quickly…

Conference on urban reading scores of public school 3rd graders.

FRANKSMITHSAYSNB EDITORIAL:

A Herald on-line article last week regarding a conference that was held at CCSU recently; the conference brought together politicians and educators from Connecticut; some people from NB attended, namely, BOE President Beloin-Saavedra and Merrill Gay. The subject discussed was how to raise the reading level scores of 3rd graders in urban public schools. Most of what was reported in the Herald article appeared to be the "same old, same old." Lou Salvio commented on the article and wrote:

Someone once said that doing the same thing over and over again, the same way (s) and expecting different results is the definition of insanity.

Mr. Merrill Gay and public school officials have been around for a long time saying the same things, year in and year out and doing the same things, result? Reading scores for our NB 3rd graders are at or near the lowest in the state practically every year; put another way, "insanity." Also, "parents need to be more involved and, there are too many absences, etc., etc." And this is new stuff? Are you kidding!

One can go to grocery stores, WalMart or other stores on any day of the week (Monday-Friday) and see parents shopping with school-age children; saying there are too many absences does nothing about the problem. Why aren't school age children in school when they should be? Is it a culture thing? Apparently, many parents must feel that someone else will take care of teaching their kids something. Yes, it's important for parents or guardians be involved in schooling their children. But someone must come up with a workable plan to accomplish this, a plan with measurable objectives. So far, parents have shown that they can't do it and the professionals just wring their hands and talk about it. Just throwing more money at the problem has proven to be un successful.

Board of Education Fiasco!

FRANKSMITHSAYSNB EDITORIAL:

Mary Beth Iacobelli, Associate Superintendent of schools, proposal in teaching the same curriculum at all levels or grades in all the New Britain Schools has mystified many parents knowing that all children have varied learning abilities.

Some children have slow learning abilities and others have language barriers causing further problems in implementation of this plan.

When a school board member, Erin Stewart, was asked by a local newspaper reporter what would happen if this plan doesn't work? The response came from the associate superintendent and not the board member herself.

Does this mean our elected officials, as Ms. Stewart, are to remain speechless throughout their tenure and not be quoted at meetings or worst in the local papers?

Good strong arm tactics control Mary Beth.

Salvio points out Blight Ordinance Charges Landlord for Tenant Damages.

Gleanings from two recent Herald subject articles regarding, “slumlords” in New Britain and a
“three-pronged” initiative of the Board of Education to improve educational success for NB public school students.

First, the latest additions to the “Blight Ordinance.” Recently, I received a copy of a letter - sent to a friend of mine - from the, Connecticut Property Owners Alliance, Inc. Among other things, excerpts from the letter state,

“If the ordinance's intent is to address vacant and abandoned structures, it should state so; if it is targeting occupied properties, then there are 2 sides responsible for blight in occupied properties and it appears only one side is being held accountable according to what we read.

... If a tenant broke all 20 windows and the city ignores [the fact that] the tenant caused the damage and simply fines the landlord, New Britain and its taxpayers must be prepared to spend significant legal costs and pay potentially staggering damage awards from "Due Process" and "Regulatory Takings" lawsuits brought forward by the property owners.

The [ordinance] fails to mention any tenant responsibility for the cause of urban blight or how often New Britain authorities have enforced Public Act 96-74; a law established 15 years ago that created felony and misdemeanor classifications for crimes by tenants damaging a landlords property; the most common cause of blight.

Without an even handed and balanced approach to blight laws and a focus on all the responsible parties creating blight, this effort will fall hopelessly short of its noble goal.”

The Herald has a complete copy of this letter and will investigate and I hope comment, soon.

Within the past couple of weeks a Herald article reporting on a NB BOE meeting, mentioned a three pronged plan/approach that the school district would be using to improve educational performance - K-12 - of district students. In comments on the on-line version of the Herald I mentioned that I felt the district should have included changes in their teacher evaluation model that would include that teachers would be formally evaluated at least twice per year by a qualified administrator; not an informal walk through but a complete formal evaluation.

As the people of Connecticut know, Governor Malloy and the General Assembly are preparing to work on educational reform in the state’s public schools. Readers also have been informed that the state’s largest teachers union has called for changes in the state’s teacher evaluation and tenure policies. The union - Connecticut Education Association - wants teachers to be evaluated every year using a number of factors, not simply test scores.

Assistant Professor of Education, Edmund C. Higgins of Quinnipiac University says the standards to be used for evaluation should be developed by the state, not the individual districts and that evaluators must be trained to conduct effective and consistent evaluations.

There should have been four prongs.

Newington will be standing in for a deal from New Britain's Golf Course!

Newington's Council Member, Maureen Klett, is continuing her threat she made before the New Britain Common Council to oppose the Costco purchase of the Newington land from the state DOT.

Newington is asking for better rates from the Golf Course for Newington Residents.

Connecticut Property Owners , Waterbury, Ct.

Dear Frank,
Below is a copy of the Hartford Courant article dated January 11, 2012 referencing "Slumlords" in
New Britain, We agree blight is a serious issue in many cities and the CT Property Owners Alliance
is ready to help eliminate urban blight, but this article caused us concern.
If the ordinance's intent is to address vacant and abandoned structures, it should state so; if it is
targeting occupied properties, then there are 2 sides responsible for blight in occupied properties
and it appears only one side is being held accountable according to what we read.
The new ordinance increases fines and Phil Sherwood, communications director for the New
Britain Mayor's office is quoted as saying; "It's not just $250 a day. If you have 20 broken
windows, ifs $250 for each window. That will get attention," Well, it certainly has the CT
Property Owners Alliance's attention!
who
If a tenant broke all 20 windows and the city ignores the tenan~aused the damage and
simply fines the landlord, New Britain and its taxpayers must be/prepared to spend significant
legal costs and pay potentially staggering damage awards from "Due Process" and "Regulatory
Takings" lawsuits brought forward by the property owners.
The article fails to mention any tenant responsibility for the cause of urban blight or how
often New Britain authorities have enforced Public Act 96-74; a law established 15 years ago
that created felony and misdemeanor classifications for crimes by tenants damaging a landlords
property; the most common cause of blight.
Without an even handed and balanced approach to blight laws and a focus on all the responsible
parties creating blight, this effort will fall hopelessly short of its noble goal.
SOME OF OUR INITIAL CONCERNS;
• The policy gives New Britain a stigma as being unfriendly to business
- --
Noncollectable fines and liens will lower property values
Creates a possibility of overzealous enforcement from political vendettas
Impacts property owners with destructive renters, not just slumlords
Will cost taxpayers more money for administration than it collects in fines
Creates more property abandonment
We are now scheduling meetings because of this matter and will keep you informed. Our ultimate
fear is this ordinance may have the exact opposite affect of its stated intent, the ordinance will
create more urban blight in New Britain and lower property values further!
Sincerely,
Robert De Cosmo

PARK AND REC COMMISSION REVILES MYSTERY!

Mr. William Demaio executive Director of the Parks and Rec opened the meeting by apprising the commissioners of their roles as commissioners and the importance that their roll is for the benefit of the city with all the income the commission activities brings in for the city.

The Costco issue was discussed by Mr. Demaio pointing out that the loss of golf holes requiring three holes to be played twice presents a loss of any tournaments'having the desire to come to New Britain. Commissioner Dorsey pointed out that the plans of a tournament is never for one year but for two or more years so we stand to lose that income if we do not resolve the three hole replay.

During the discussion of the single irrigation vs. the double which has to be negotiated with the Costco.

Commissioner Plienes asked the commissioners of where did the 600 thousand dollars of tax income come from that was reported in the newspapers? No one offered an answer to his question however, the Building and Lot will bring a tax revenue of some $375,000 annually. And from all the reports made to the city Council additional revenues would be for the Inventories and Equipment taxes totaling an estimated gross income to the city of some $700,000.

The Newington and the DOT hurtles were also discussed.

Commissioner Dorsey moved to appoint a sub-committee of the commissioners for the purpose of attending all the negotiating meetings held by the Mayor's office with the Costco officials.

So the mystery continues on.

THE ELECTION FOR THE 24TH DISTRICT, VACATED BY REP. O’BRIEN!

The electorates'of the 24th District are being asked to choose a familiar face Rick Lopes an ultra-liberal and unworthy to represent our citizens because of his adverse activity over the years.

When he was a city Alderman he registered his business vehicles in West Hartford in order to avoid paying New Britain's higher taxes.

When the New Britain Herald questioned his adverse activity at the state capitol while rifling through the opposite’s party desks and also, aledgely writing adverse comments about Mayor Timothy Stewart on sate computers, the blame was immediately placed onto Greg Gerratana even after Greg spent fifty three minutes denying his having any part to this event while being recorded by a Herald reporter. This all happened while Lopes was O’Brien’s aid.

The Socialist protects each other no matter what.

It appeared that Gerratana took the blame even after being recorded in order to protect the Socialist Democratic Party image.

It continues on: when the city had the opportunity to sell the adjacent lot next to Lopes home, where he parks his business vehicles,to a neighbor, Alderman David DeFronzo moved to table the issue at the following council meeting.

The socialist protects their own has always.

Another candidate, former state senator Thomas Bozek, who has publicized his opposition to the busway and the adding of any low income housing warrants very little thought of electing this candidate. He was a candidate that ran on the republican ticket while claiming to be a good Democrat. Yes, they dubbed him " The Republicrat."
And now he is running on the independent slate and is assumed that he is still claiming to be a good Democrat. That's possible because he is still a member of the Democratic Town committee and possibly working under orders of his Chairman John McNamara to mess up the chances for a Republican win.

Peter Steele, the Republican candidate, offers straight forward solutions that our state faces and does warrant serious consideration to be elected to represent the district. He served our country in war and has the battles scars to prove it. He has a proven record of leadership both as a former aid in the Mayor’s office and the current chair of the New Britain Housing Authority. I strongly urge the support of Mr. Steele in becoming our new state representative.

Former Minority Leader Speaks Out on the 24th. District Elections

Recently, a number of misleading or erroneous statements have been made by candidates running for the open 24th. District State Rep. seat or Council members that were elected this past November. I believe that such statements are either made “accidentally on purpose” or because of ignorance of what is fact.

Examples: Both Democrat candidates for the 24th. State Assembly District, Bozek and Lopes have said that they would work to stop the NB/Hartford Busway project. I ask, HOW? Federal money has been approved and released and Gov. Malloy has given his approval also. This is a ploy to get all those voters who opposed the Busway to vote for them. This is patent trickery. Also, don’t forget, when Governor Rell came to NB to voice her approval of the Busway, all of New Britain’s the State Reps. and State Senator were there to get into the photograph that appeared in in the Herald;

Council Member Dave DeFronzo states that the Purchase and Sale Agreement with the COSTCO Co. to purchase a portion of the Stanley Golf Course was not approved properly by the previous Council on October 12, 2011. I remind DeFronzo, (a) to read the NB Charter and also to read the resolution authorizing then Mayor Stewart to enter into the contract with COSTCO. When Mayor Stewart presented the purchase and sale agreement to the Council on 10/12/11 it was an act of courtesy; not necessary. I remind DeFronzo also that the purchase and sale agreement was approved by the Council on a ten to four vote. Six of the ten Democrats present joining the four Council Republicans in approving the agreement.

It’s much easier to tell people the truth than to have to be exposed for misleading them later. This is why the only candidate that should be given a vote of confidence in the special election for 24th District Connecticut State Rep. is Pete Steele.

Pete Steele is THE candidate who has served New Britain, Connecticut and America
- Vietnam veteran - honorably and without malice.

COSTCO WILL BE ON THE PARKS AND RECREATION AGENDA AT NEXT MONDAY EVENING'S MEETING.

Voters of the 24th District Support Peter Steele to Represent You in Hartford.

Former Senator DeFronzo has wrapped the Ultra Liberal Albatross around the twenty fourth District voters necks by having the Democratic town committee endorse the worst liberal of their lot "Rick Lopes" and then encouraging a Democratic town committee member, who also is a former Senator, to run as an independent in order dampened any chance for the Republican Candidate of winning. Just a repeat like Pawlak did to Mark Bernacki's campaign for mayor.

A mailer that shows candidate Lopes with a women and two children being a cheap attempt, on his part, to mislead the voters that he is a family man when he isn't.

When serving as a city Alderman he kept his auto registration at his parent's location in West Hartford in order to avoid paying New Britain's higher tax rate.

"We all Recall", his going into his fellow legislative staff desk looking for something to use against the other party members.

I suggest to the voters to not be fooled by this Democrat that has a proven political agenda with cheap attempts to smear his adversaries.

What is more surprising is that the Democratic party leadership doesn't care of the adversity he brings to their party when they just continue to support loons like him for all elections.

I, strongly urge all the voters of the 24th District to come out and vote for Peter Steele, on January 10th., to be our new State Representative in Hartford.

fs

The Lopes Misrepresentation is Very Hard to Swallow!

I want to urge my fellow voters in the 24th district not to forget to vote in the upcoming special election for state representative on January 10. If you're like me, you have had it with politicians promising you the moon during campaign season only to find them raising your taxes shortly after getting into office, i.e. the recent jump we all received in our state income taxes.

And speaking of misleading voters, I recently received a mailer from a candidate running in the 24th, Rick Lopes. On it, there is a picture of Mr. Lopes with a woman and two children. While there is no caption, we are led to believe that he is a family man. Mr. Lopes is single and does not have children. The woman is City Treasurer Teresa Yanchak and those are her two boys. Yet another example of a politician trying to pull the wool over your eyes by making you think they are something they’re not.

But if voters recall, Mr. Lopes has a history of being less than trustworthy and honest. When he was a New Britain alderman, he was caught keeping his car registered in West Hartford in order to avoid paying taxes in New Britain. I guess, it was all right for him to tell us what to pay in property taxes, but I guess he thought he was exempt from the rules. But it’s ok; he apologized – only after someone filed an ethics complaint against him.

Mr. Lopes received discipline at his job a few years ago for rummaging through a fellow legislative staff members desk. The reason: the staffer was of the opposition political party and he was looking for dirt. If this was done in a classroom, the perpetrator would be labeled a bully. I think the tag fits here. But again, there was an apology, again after he was caught red handed.

Voters in the 24th, do not be fooled by slick campaign ads that portray this man as something he is not. There is a candidate running who is the real deal. He is a family man with two children and two grandchildren – all living in New Britain, a U.S. Army veteran and someone who has a strong record of being involved in our community. That candidate is Pete Steele. Pete is a man you can trust to be our voice at the State Capitol not to further his own personal or political agenda.

Let’s not lose this chance to send a message to the career politicians that we want people looking out for what’s best for us, not what’s best for them. Vote for Pete Steele on January 10th for leadership you can believe in.

Candidate for the 24th District, Peter Steele, Gets Support!

In a recent NB Herald article, 24th district candidate Rick Lopes exemplifies the old adage, “Better to keep your mouth closed and be thought a fool than to open it and remove all doubt”.

Mr. Lopes is quoted as saying, “In the past, we’ve given (incentives) to businesses who haven’t provided jobs for the district. If they don’t produce, they should pay it back. They should sign a contract saying so.” For Mr. Lopes’ information, companies that receive incentives from the State DO sign a contract with stipulations regarding the number of jobs that need to either be created or retained from the Department of Economic and Community Development. Celebration Foods signed such an agreement when they came to New Britain. One would think someone with who proclaims himself an expert on state affairs would already know that, rather than take credit for proposing something as new that is already being done to make himself look credible to voters.

Mr. Lopes’ showed his ignorance a second time when he said, “I’d like to have a residency requirement for employment for big infrastructure projects like the police station (in New Britain). A portion of construction workers should have to live in the town that the project is being done in.” The police station has a Project Labor Agreement which stipulates goals for the hiring of local residents for construction jobs. I’m sure he will be pleased that (at least when I left office) that the project was well above those goals for local hiring.

One has to wonder what has been occupying Mr. Lopes time and attention when he was supposed to be working on state issues first as an aide in the State Senate and now as an appointed “project manager” for the State. I guess if you are operating a small business on the side, spying on co-workers by rifling through their desks, and trying to figure out how to avoid paying your property taxes, it leaves little time for other duties.

Voters in the 24th District: please look behind the rhetoric. Elect someone you can trust to represent your best interests, not those of the Democratic Party elite, at the State Capitol.

I urge you to vote for Peter Steele, a man of strong character who has served his country and his community well. Pete has seen the issues facing local small businesses that want to relocate and expand and has the real world experience to cut through the red tape and overcome those challenges. Pete Steele will provide leadership in the state legislature, not just some feel good quotes to further a political agenda.

Don’t be fooled by what a candidate puts on paper. Actions speak louder than words. Please vote for Peter Steele for 24th District State Representative on January 10th.
