Why did the police feel it was necessary to react the way they did? He certainly wasn't a threat..he was extending a kindness to the woman by giving her money for food and/or shelter. Is it possible that he was advising her where to go for help? Police should have been out looking for druggies instead.

HE WASN'T ARRESTED FOR GIVING THE WOMEN ASSISTANCE HE WAS ARRESTED BECAUSE HE WOULD NOT LEAVE THE PREMISES WHEN ASKED TO.
EVERYONE HAS THE RIGHT TO ASK PEOPLE WHO INTERFEAR WITH BUISNESS TO LEAVE.
THERE ARE SHELTERS AND SOUP KITCHENS THAT PROVIDE FOOD AND SHELTER FOR THE LESS FORTUNATE.

PANHANDLING HAS BEEN ILLEGAL FOR MANY YEARS.
