This is absolute folly. This is like maxing out your credit cards to pay you balances. You will pay back more in interest charges than you borrow. You'll never be out of debt.

How did O'Brien vote on this issue? Need I ask? How about Tercyak, Geragosian, Boukus? Again, need I ask?

I would expect the cost to be much more than $1 billion, they always grossly underestimate the costs of their social programs.
