Raise the tobacco tax again, there won't be anyone purchasing tobacco...no one will be able to afford a pack of cigarettes. That in itself may improve the health of tobacco users. I believe this may be considered in excise tax, as opposed to income tax.

They will just go to New Hampshire, just like they just caught a state rep. from Mass doing to buy his booze because he didn't want to pay the liquor tax he voted to raise, and of course he was a Democrat--what else?
