Teens having babies has become a way of life for certain groups, a way of getting government entitlements for which the working class will pay until there is a complete breakdown of society in America.
If the warped Dr. Ayalon thinks that handing out condoms, birth control pills and abortion info is going to help, think of this; the teens that need the help probably cannot or don't want to learn how to read or to reason. As long as we/society gives them sustinence through things like Obamacare, SSI and other handouts and continues to include illegal aliens, cities like NB will continue to die a slow death.
Ayalon couldn't sell his ideas in Israel, that's why he's here.
