Here's an idea, take the billion dollars we are about to piss away building an empty busway to nowhere and give it to CL&P for the exclusive use to move above ground power lines underground. I know $1 billion would be a drop in the bucket for such a huge process, but at least it would be going to good use instead of simply being flushed down the toilet for a busway no one wants and no one will ride.
