New Britain Candidates Are Delinquent Taxpayers!


It is becoming quite clear that the Democrats like to spend taxpayer money but continue to demonstrate their own inability or unwillingness to pay the very taxes they love so much to keep increasing for the rest of us!

Here is the latest list:

1.Mr. Peter Spano of 9 South Mountain Drive --constable candidate owes for MV tax $766.00
2. James Rathbun 331 Broad St. apt 2-- owes for his prior year MV tax of $245.00--an Alderman Candidate.
3. Carlos Pina 66 Mountain Drive, BOE candidate--owes for his MV tax of $293.00
4. Duane Hinkson, 104 Steele Street, Alderman Candidate--owes MV tax $106.00
5. Lucian Pawlak, 149 Vine Street, Mayoral Candidate--owed his real estate taxes for the years of 07-08- first half of 09 a sum of $21,427.00 paid up on October 10th 2011.
6. Adrian Baron, 62 Silver Street, Alderman Candidate--owes his MV tax of $192.00.
7. Alfred Mayo, 228 Broad Street, Mayoral Candidate U--owes $53.18 for his MV tax.
8. Roy Centeno, 289 Slater Road, Alderman Candidate, owes “a small amount” on his Real Estate Tax—for some reason the tax collector would only describe Mr. Centeno’s balance as “a small amount” without giving that amount. Interestingly he receives an annual pay as an Alderman and works for the New Britain Board of Education also, after retiring from the CCSU's Police Department.

What is really bothersome is the fact that Lucian Pawlak, a former Democratic Mayor of New Britain left his real estate taxes unpaid for a period of two and one half years and paid up only when deciding to run for the office of mayor--apparently because "he needs a job" as he stated to many. Does this really demonstrate the type of character and responsibility we need in our next Chief Executive Officer of the city?

The other alarming situation is that of candidate Spano who is seeking the office of Constable--which under state statutes has the authority to collect delinquent taxes through the service of tax warrants. This is also not the first time I have reported on Mr. Spano’s delinquency in paying his taxes. I reported that as a member of the Commission on Community & Neighborhood Development, Mr. Spano was delinquent on his motor vehicle taxes as of May 4, 2009 to the tune of $542.28 . What is even more disturbing in Mr. Spano’s case is that despite questions raised about his suitability for this position through the repeated non-payment of his own taxes as reported by the tax collector, you-- the voters, have absolutely no say in his election to this post because he is running for a position where all candidates are automatically elected with one vote. That’s right, Mr. Spano’s election was sealed when the party bosses anointed him to that position and clearly did little in the way of vetting. Could the fact that Mr. Spano is the Recording Secretary of the local Democratic Town Committee have something to do with his anointing? You decide—even if you are not given the opportunity to decide his fate in the upcoming election.

Given the number of elected officials and candidates I have reported on regarding their unpaid taxes—the majority of them Democrats, it seems as if it has become acceptable or even expected by our local Democratic Party for their elected officials to simply ignore their property taxes while forcing the rest of us to pay.

How can someone delinquent on his own taxes be trusted to collect the delinquent taxes of others?

Sec. 12-162. (a) Any collector of taxes, in the execution of tax warrants, shall have the same authority as state marshals have in executing the duties of their office, and any constable or other officer authorized to serve any civil process may serve a warrant for the collection of any tax assessed...and the officer shall have the same authority as the collector concerning taxes or water or sanitation charges committed to such officer for collection.

Frank, you are wrong about the one vote, only 7 constables may be elected to office according to the state law:

Sec. 9-200. Constables. Each town shall elect, at its regular municipal election, unless otherwise provided by law and except as provided in section 9-185, not more than seven constables; except that the town of Groton may elect fourteen constables.

This is an amazing piece of research Frank. 2 of 4 candidates for Mayor owe taxes. One; just such an outrageous amount that was secreted from the public. Questions-At what point does a situation like this become a candidate for foreclosure? How many other tax scofflaws are out there over $20k? These people not paying their share is sure to drive up the costs for the rest of us.

I wonder why one candidate is apparently being "protected" by the tax collector by only describing his overdue taxes as "a small amount."

Have you ever before seen such special treatment for one candidate for office?

I am certain that there are many in the NB Democratic Party who pay their taxes. Those folks were not chosen to be candidates ... the town committee must consider them to be OVER-QUALIFIED!

I agree with Mike W in one regard. The responsibility for collecting taxes or at least overseeing that they are collected by the office of the Tax Collector or a collection agency falls on the responsibility of the Tax Collector's office, does it not?! So why are there not procedures in place or why are the ones that are not enforced, etc etc. If we wish to distinguish by party who does and does not owe taxes, I am sure there are Republicans and Independents who hold an office or position---or wish to--in my City or elsewhere who also owe taxes.

Then why are there only Democrats in New Britain who are elected officials that simply refuse to pay their taxes while all the Republican officials are responsible enough to pay their taxes as they should be.

I guess you could sum it up by saying that the Republicans are the party of responsibility while the Democrats are the party of irresponsibility.

Again, no matter what party anyone belongs to, it is the Tax Collector's office who is in charge of collecting them either through their processes or with the help of a collection agency. So tell me, why was that or is that not being done?

SO APPARENTLY YOU SUPPORT TAX DELINQUENTS BEING CONSTABLES? IF THE CONSTABLES ARE CHARGED WITH ENFORCING THE LAWS WE ALL MUST OBEY AND IGNORE THEM AT WILL, WHY SHOULD THE REST OF US OBEY? APPARENTLY YOU MUST BE A DEMOCRAT!

It was an easy job to check because Republicans pay their taxes while Democrats are above the law and ignore the taxes they seem so willing to raise on everyone else. Where would you liberal loons be if it weren't for the Republicans who pay the taxes that support all your socialist programs? Obviously, your socialism would fail without us Republicans because you can't even get your elected officials who are Democrats to pay their taxes, so without responsible Republicans, where would you be?

Lucian Pawlak taxes were paid off approximately a year prior to his announcing his indented run for Mayor of New Britain.

My Original posting indicated that he had paid off his tax liabilities when he decided to run for office, in error, for which I apologize for.

The NBCity Journal dated, 10/28/11 has O'Brien and Bernacki tied at 46% while Pawlak has 5%! Which edition are you reading?
