The Herald said that the City will be playing "Hardball" with this guy. Baloney! Playing hardball is,
" You call this hardball? I'll tell you what I think is hardball:
This man has been defiant and insubordinate. Take the over $25K this man will have been paid while being defiant and subordinate and deduct it from his retirement payout. If he continues to be defiant and insubordinate, continue to deduct the the paid leave from his payout - comp time, vacation pay, etc. - and say to "He_ _ " with the union contract.

Hardball? The City is playing "Powderpuff" ball with this guy. "

He took the delay because he feared the action which would be taken by the last administration! He bet correctly that wimp O'B would let the full protection of the left and unions protect him whilst he (O'B) pointed to the city leadership saying the acts of this one person was their fault.

Apparently the way to deal with anything this mayor wants is to simply don't show up, and ignore him until he goes away.
