Opened by a secretary but the Mayor did indicate that no one was hurt. Both the city hall and the Board of Education adjacent to the city hall were closed for the day.

Didn't know that entitlrements came in an envelope.
Don't they deposit all your entitlements on your "one card" so you can use them like an ATM card just like people who work and pay taxes do?
