The source at city hall states that the layoffs will never occur but an added fee shall be imposed for the services that are already provided with the taxpayer's payment of his/her taxes.
Hence, that is why they are going to call it a fee and not a tax which is added to your existing taxes.

So the Mayor will appear to be a hero because of "No Layoffs" when this announcement is made.

1. Cut & control spending by cut-backs & give-backs.
2. Raise revenues (usually through tax increases).
3. Neither of these two options are not too appealing for politicians and governments, which is why many Structural Budget Deficits continue to linger and linger as a human virus.
Budget deficits can lead to increased debt loads, which in turn lead to even higher deficits (due to the interest paid on the debt that is outstanding).
