How can this be accomplished? Has Mr. Sherwood obtain the proper certification in order to be able to sign off on matters before this department as required by state statue and the city charter?
Or is ignoring the requirements the standard procedure at city hall.
The question that remains is the fact that Rosemary Klotz is now the DMD. Is she entitle to an increase like Sherwood got and why not?
This must have many of the city employees very upset with the Mayor attempting to get them to agree to work for a reduced salary or give up their annual wage increase that there are entitle to get; with the threat of layoffs over their heads.
But cronies like Mr. Sherwood keeps on receiving increases.

HARTFORD CT- The Donovan Drama Continues -Some of the top union leaders in Connecticut rallied outside a union building in Hartford on Wednesday, 6/6/12 - in support of Democrat candidate Chris Donovan, whose Congressional campaign for 5th District was thrown into turmoil last week with the FBJ arrest of his finance director.
The leaders included the two highest-ranking members of the state teachers’ unions, along with Sal Luciano, the leader of AFSCME Council 4. The crowd also included Rick Melita, a high-level member of Donovan’s staff at the state Capitol; Larry Dorman, spokesman for AFSCME; and Lori Pelletier of the state AFL-CIO, and others.
Imagine what will happen if there is a catastrophic failure of a construction project that Sherwood illeglly signed off on. The city could be bankrupted by the resulting litigation. Sherwood and the mayor might even be held criminally responsible.
It would be hard to imagine such stupidity and recklessness if we didn't alteady know them.
NEW BRITAIN - Governor Dannel P. Malloy has vetoed legislation that would have allowed New Britain and four other communities in the state to delay revaluation.
"I believe that delaying a regularly scheduled revaluation for just these communities, and not for other communities that are similarly situated, is unfair," Malloy's veto message said. "Regardless, delaying a revaluation at this time might exacerbate, rather than mitigate, the problems that Connecticut communities face in these uncertain economic times."
Phil Sherwood, Mayor Timothy O'Brien's deputy chief of staff, said the veto is a setback, but, "the mayor is committed to protecting taxpayers. Revaluation must be delayed until next year.
"The city will move forward'' with its plan to delay revaluation, Sherwood stated ?
How much of a raise did Rosemary Klutz possibly get for the new duties we just learned she has been given?

....Maybe the plan is to hire a second person for an assistant to Sherwood who actually is qualified to run the building dept so that they actually have someone who can legally sign a building permit?
There must be something in the city charter to prevent incompetent elected officials from doing as they please. There must be a criteria for hiring department heads. To whom does the citizenry complain? We can't just let this go on....
FDR was opposed to public employees unionizing.
Some 75 years ago In 1937 President Franklin Delano Roosevelt wrote:
Meticulous attention should be paid to the special relationships and obligations of public servants to the public itself and to the government.
All Government employees should realize that the process of collective bargaining, as usually understood, cannot be transplanted into the public service. It has its distinct and insurmountable limitations.
The very nature and purposes of Government make it impossible for officials to bind the employer. The employer is the whole people, who speak by means of laws enacted by their representatives.

Revaluation Bill Vetoed by Governor Malloy Hinders Towns of Farmington & New Britain, etc..
In a prepared statement, Farmington Town Committee Chairman William Mastrogiovanni Jr. said that with his veto the Democratic governor is hurting middle class voters.
Mastrogiovanni stated, that after saddling us with one of the largest tax increases in Connecticut history, governor Malloy now forces on Farmington residents an expensive revaluation that will only increase local taxes for many of our senior citizens and hard-working families.
