Subject: Larcenies from Motor Vehicles
During the past couple of months, the City of New Britain has been experiencing a rash of larcenies from motor vehicles occurring in the city parking garages located at 40 Chestnut Street and 35 Washington Street. The suspect would enter the vehicles by breaking a window and steal various items from within. Today, the New Britain Police Department served five warrants on Roberto Padilla, D.O.B. 1/20/1964, of no permanent address, for those crimes. Padilla admitted to his involvement in the larcenies and was subsequently charged as follows:
1. Burglary 3rd 53a-107, Larceny 6th 53a-125b, Criminal Mischief 53a-117, and Possession of Burglary tools 53a-106
2. Burglary 3rd 53a-107, Larceny 6th 53a-125b, Criminal Mischief 53a-117, and Possession of Burglary tools 53a-106
3. Burglary 3rd 53a-107, Larceny 6th 53a-125b, Criminal Mischief 53a-117, and Possession of Burglary tools 53a-106
4. Burglary 3rd 53a-107, Larceny 6th 53a-125b, Criminal Mischief 53a-117, and Possession of Burglary tools 53a-106
5. Larceny 6th 53a-125b
Padilla is currently being held at New Britain PD on bonds totaling $80,000.00. He is due in court on Monday, August 20th, 2012.

The New Britain Police Department,notwithstanding the unfortunate behaviors of a few incorrigibles, has usually done excellent work. Rightly so, the department has received much deserved praise for its excellence and dedication.
This type of performance by a department is exemplified especially by Interim Police Chief, James Wardwell. An accomplished computer expert in the field of forensic police work, Wardwell is nationally recognized as a dedicated public safety servant.
That having been said, I believe it is wrong to meddle with the qualifications of a police chief as outlined in New Britain's personnel regulations to certify a Police Chief when conducting a search for a successor to Chief Gagliardi. Doing so as is now being done by the O'Brien/Sherwood Administration and the local media is patently unfair to those who wish to apply for the position and who posses the qualifications as currently outlined in our regulations.
I believe these current moves to ignore the city's regulations bring us back to an untoward and reckless history we shouldn't accept.
The police did their job. Now let's see what, if anything, happens in court. Don't hold your breath for much more than a slap on the wrist.
