This is what Gov. Malloy is going to do, He is cutting aid to the cities and towns. Then, with binding arbitration laws and mandated spending, the cities and towns will have to do the necessary tax increases that Malloy won't do. Don't expect any "cuts" in state spending as a normal person would define them.
