They could be more transparent. It's also another example this administration uses to remind residents the mess they inherited. Lets face it folks, PD needed a major overhaul in leadership and they finally got it.
City's clients in this case were the officers (victims and culprits). If the client wanted the info withheld it is the city's responsibility to carry out those wishes.
