With the major tenant being HRA, who doesn't like to pay taxes. How will they pay for all the labor for teachers and upkeep of the building such as maintenance, heat and air conditioning? With HRA'S history, it is all questionable.

That will be paid for by the dopes that are still dumb enough to work and pay taxes while more than half the population of the city lives totally free off of their taxes.
