It appears from this Courant article that of the townspeople who spoke, the three of them that spoke usually speak against anything major proposed by Mayor Erin Stewart. The Council members present voted strictly along party line with Democrats, Alderwoman Bielski, Alderman Platosz and Alderwoman Shirley Black voting against the measure. No surprises here. It's always the same reason, to wit, vote against any measure that might bring credit to the Mayor. It's childish and unintellectual.
The well is not connected to the NB water system, is only of local importance to Southington in the future and, that town will not renew its current lease with NB;. The NB Dems are simply playing their same old mindless games.

The well must be redrilled and rebuilt mechanically

Mindless games--you would be hard pressed to come up with one whole brain between all of these dumbbells.
