The charter is clear that no member can speak on or vote on any issue in which he has a monetary interest in. I would call his keeping his salary is a monetary interest.
The penalty for voting on one's own issue is removal from office and being banded from ever holding the office of Alderman for the rest of your life, so I would say that the charter provides severe penalties for such action.
