There is no constitutional right for state employees to unionize here in Connecticut either.

The legislature could outlaw unions for state employees if they wanted to and there is not one thing the unions could do about it. Case in point: state employees who work for the legislature are barred by state law from ever joining a union because the Democrats did not want a union to get in the way of them hiring and firing whomever they want. If they can ban employees of the legislature from ever joining a union then they can just as easily ban all state or even municipal employees from being allowed to join a union if they wanted to.
