OPEN FORUM NUMBER NINE
TAXPAYERS TELL IT TO THE MAYOR AND THE MEMBERS OF THE NEW BRITAIN COMMON COUNCIL THAT YOU WANT THEM TO LOWER THE MILL RATE ON YOUR TAXES WITH NO HIDDEN TAXES SUCH AS 60% INCREASES TO THE WATER AND SEWER RATES THAT ARE CURRENTLY BEING PROPOSED.

Our taxes already went up last year
$50.00 per month due to the re-evaluation. We can't afford another increase again this year.
Please review our city budget line by line and cut all un-necesssary
spending. ie: The fire-works at
Stanley Park along with the carnivals at various times of the year can go. We spend alot of money on police to patrol the events, event staffing etc. We don't need this at this time. Review the city pool hours and cost effectiveness.
Additionally, we just put the new plate finder into use, have we heard how much money has come in for overdue parking tickets (the city is owed over 1 million dollars in unpaid tickets) and car taxes, city is due (16 million in unpaid taxes).
We need to keep the safety up across the city ie: fire and police
but have we finally addressed this issue of "surprise overtime billing" have we gotten that under control now.
No new taxes.
Last year the property tax paid to the Town increased %50 on property.(and this is according to the Town's numbers) I would like to know what happened to the $893,000 increase the Town received last year from property tax? Not only should the mill rate be lowered, the Town better get through their heads that the next revaluations are going to reflect lower propert values due to the implosion of the housing market, and the overall economy. In other words, instead of spending all that money from last year, and thinking things should just stay the same in the future, they need to be cutting costs and lowering not only the taxes (mill rate) this year, but also preparing for lower property values going forward. And this doesn't even address the moral issue of raising taxes 50% in one year, based on bogus valuations made during one of the most volatile Real Estate markets in our history. There should be a cap on how much tax can be raised in one shot like that. It's not right, or fair.
And for all those people out there who slander the "slum lords" just wait until you see your rents if the Council doesn't work fast to protect you from these insane property taxes - that money has to come from somewhere you know....

Yes but it was the water and sewer commission that is appointed by the Mayor.

Wouldn't this problem all be moot if the greedy selfish teachers would do the right thing and just agree to wage concessions like everyone else in public service instead of demanding huge pay raises in these tough economic times?
Is it possible for ALL city employees to have their wages frozen for one year..no raises for anyone? Can city hall manage to be closed for one day each week? There must be 1 day each week that is the least busiest. How about decreasing the Common Council members pay by $100 each, a savings of $1500 per year? Is it possible to reduce the number of polling places by 1 or 2, possibly decreasing the amount paid to poll workers, not to mention the cost of maintaining the buildings used for elections. There must be other ways to save money...
There is no Water and Sewer Commission. There is a Board of Public Works whose major function is to set sewer rates. Now what? Do you want to believe that the Mayor told the Board to raise the sewer rates close to 60 % ? If yes, you are as sorry a person as the one who asked/told/persuaded you to write this. Get a brain and spine transplant !
Since November of 2003, New Britain's Common Council has been the laughing stock of all municipal legislative bodies in Connecticut. Emboldened by a coup engineered by Tim O'Brien, the NB Council no longer contained any Minority Party representation of any kind. That year Tim Stewart upset incumbent Democrat Mayor Lucian Pawlak. The downside for Stewart was that he had to work with a newly elected all Democrat Council.
Those 15 Democrats were nowhere near as bad as today's 13 Council Democrats. Trueworthy and Bielinski were there but there was no Sherwood and no Gerratana.
When you are able to see next week on TV what now goes on with NB Council Democrats you'll understand. Stay tuned.

Republicans Salvio and Bernacki have already put forward a plan to decrease Common Council salaries/stipends by 5% for each member for this coming fiscal year. So far, the only Democrat to agree is Shirley Black. What does that tell you?

That tells me that the Democrats are stupid, antagonistic and arrogant. It tells me that Shirley Black is the only Democrat who might not be under Trueworthy and Sherwoods thumb. If one of the Dumbocrats put this plan forward, it would go through unanimously in a minute flat.
With regard to the various comments already made:There is plenty of money that can be cut from the budget if we do not play favorites. Let's start w/ park and rec---how much are we paying for in our taxes for what they are involved in---in this economy, all programs should go except for the bare minimum as in summer---open every pool not just two and forego every other program. For that matter, close all of the pools. Why should the tax payer who is getting laid off, on a fixed income while prices are sky rocketing, etc pay for things that are the "personal" resposibility of others? What does it cost us for the golf course? or the Minor League ball team? Remember that soccer team fight? We always talk about the food w/ regard to the Bd of Ed--what is the food budget in this department for every function and every program. People--the tax paying base is shrinking and choices have to be made. Do we not raise taxes and continue city services that service ALL or do we raise taxes so that we can continue to service and benefit only the entities that service special pet interest gtoups that do not offer a service to ALL New Britain residents? Every union has gotten a raise? Did you? Where are the give backs and this includes all management as well as the Mayor's office. No OT---anywhere--except if it involves safety or if there is a natural disaster of sorts. If there is an event that requires OT by city workers then it doesn't happen unless those who are putting on the event wish to pay for that staffing. If the City is involved in the event or entity, then it needs to be stopped in these economic times. It is amazing what the City can live without. The boot finder should bring in plenty of income and remove cars from the street that are not registered---one can only hope. As for sewer and water taxes, I have always found it interesting that while our taxes may lower a little or remain level (Not including the reval), this tax has risen so, in actuality, our taxes are actually being raised--of course, we are not supposed to notice. I doubt the commission raises these taxes w/o some direction from someone, as the director of the department who oversees that commission, who gets his direction from who? Does someone know where this city stands in bonding in the State? We talked alot about it in the Pawlak era---where do we stand and what are we looking at in the future that we just cannot afford? Everyone in this City is going forward as if we were not living in the economy of 2009. We are living in a serious and challenging time and it is about time we concentrate on the necessary and stop the frivolous spending, stop the support of pet interests, stop adding new programs---basic and necessary is all anyone can afford.
What does that tell you?
That tells me that except for Shirley Black, the Democrats on the council are a bunch of greedy pigs that are out to get every dime they can for themselves on the backs of the taxpayers, even if they don't pay their own taxes. Oh, that's right, according to at least one of them, it is none of our business if they don't pay their taxes!
These are the same Democrats who support big fat raises for all the city and school board employees while the rest of us are losing our jobs and facing foreclosure of our homes, and what is their answer to support all these raises: higher taxes for everyone. These Democrats need a check of reality.
The mayor proposed a sensible budget, now it is time to do the right thing and pass it!

If one listens carefully to the melodramatic speeches at Council meetings by Council members Trueworthy, Bielinski, Hermanowski, Gerratana and Sherwood, it becomes evident that the Council now has experts on a variety of subjects. Their expertise far exceeds experts that are our well educated department directors and department heads. We have experts on auto mechanics, toxic chemicals, construction, the environment, health care and budget preparation to name a few. However, one soon discovers that these self proclaimed experts are little more than experts on bull throwing and chicanery. They are also expert at denigrating and wrongly accusing the real experts of deception and duplicity. Herald reporter Craven was able to dig up real evidence of this and report on it in his article on the 5/27 Council meeting. Please read it.

It's crunch time for the Mayor and City Council to arrive at a budget for the fiscal year that begins July 1. City officials already face the uncertainty of not knowing state aid amounts on the weekend before the state legislature is scheduled to adjourn. That makes it critically important that Mayor Stewart's estimates for the sale of property, set at $3.5 million next year and $4.5 million this year, be confirmed. Unfortunately, these property sales, largely based on the Pinnacle Heights development, are not yet real.
If Little Mac wants to do the responsible thing, why doesn't he urge his disciples on the council to stop playing games and pass the budget the way the mayor proposed it. Instead they play their childish games trying to protect the unions with their huge pay increases, and no doubt intend to raise everyone's taxes, and somehow blame those tax increases on the mayor.
The mayor proposed a budge that includes no increase in taxes. Pass it and stop playing your left wing games!
Taxes. If we allow one more piece of real estate to house a building that gives us only PILOT money (unless we have no other business use for it)--if we allow one more non-tax paying church to occupy anything---if we add one more piece of housing (more people, more services), as the 1000 apartments to be built in the neighborhood of where the police department will once have stood while we argue that Pinnacle Heights must be and supposedly is just for business whose taxes and employment we need---who ultimately makes these decisions that cause my taxes to be raised or whom refuses to address such issues so that these situations do not continue to occur?

According to the newspaper report regarding Michael Trueworthy's behavior at the May 27 Council Meeting, how can we take the Democrats stand on anything seriously? His erratic behavior of late gives me the impression of his being on the verge of a nervous breakdown. Give it up, Michael! Hand over your position of majority leader over to Suzanne Bielinski.
The women on the council seem to handle themselves with more dignity than any of the men on the council, except for Mark Bernacki and Lou Salvio.
