Nobody revels in layoffs. However, the democratic council members, if doing their jobs correctly, would realize there is "dead wood" in the city payroll. People holding on for retirement, not working to potential etc. A financial crisis is an opportunity to clean house and clean up the budget.
This council has always undermined this mayor. I can't blame him for stepping down. They have run him out with their abuse.

Council Democrats know this and so do the Unions. It was a huge mistake for Council Democrats to interfere with the "PROCESS." Council Democrats have constantly argued that everything is about process. And the Democrats send a City employee to do this; why? They used Alderwoman Collins to do this because she is a City employee, probably figuring the Mayor won't dare take any action against her. Really, I'm surprised at the Alderwoman.
Mayor Stewart is in negotiations with no fewer than 4 local unions. He does not need this interference, This is a clear example of the Council Democrats attempting to usurp a Mayor's prerogatives.
I urge the Mayor to take what steps he must to convey the message as to what is the chain of command in the City.
Any union heads that negotiate prematurely with the Council Democrats are also in violation. "
Council Dems also proposed a mill rate increase.

problem is that some of the biggest pieces of the "dead wood" of city employees as you described it are also members of the council.

As a result of the coming "rapture" all Democrats will be headed to the sub-basement while all Republicans are headed upward!

They will be raptured away to his hell hole leaving behind their food stamps, joints, "i love Obamacare" bumperstickers and unemployment checks. The ones left behind will live happily ever after.
