Frank this is such a joke! One cannot artifically assess a property at more than its value because you don't like the way it looks. I dare him to try this he'll be in court faster than one can say bullshit!This is just another feel good proposal by these liberals to sway public sentiment. Who in their right mind is for blight? Nobody sop lets play with this negative issue and appear to remedy it by changing the rules. The changes that were made by Stewart's administration made it easier to enforce all aspects of blight not just broken canopies and litter.
Bottom line is I guess you can do whatever you want when you have all the votes. Where are the two republican voters? Baaaaaaaaa!
Let's take more money from the property owners so we can dole it out to people we believe deserve it more than those rich property owners do.
