Anonymous said...: Frank the kid was crossing the street with two friends and slowed down as the car approached. He is just as responsible for the accidient as the driver is! Speed bumps are illegal and would cause more liability for the city than a stop sign would. Seeing as how NB is the stop sign capital of the state just put another one there to appease the family.
