Mayor Stewart-- bonding now for NBPD HQ saved taxpayers $1,000,000
Frank,
If one reads this press release all I am trying to say is that if we had waited like the council suggested, it would have cost the city more than a million dollars more in interest costs. The financing mechanisms used for this project have been quite timely and hesitating and delays will cost us money. The title for the article in the Herald was done by them not me as some seem to not believe. This release and statement are meant to show people that waiting will cost the city money so continue to make progress and build the HQ and let development take its course.

MEDIA RELEASE
City of New Britain
Office of Mayor Timothy Stewart
November 23, 2010
FOR IMMEDIATE RELEASE
MAYOR STEWART CONFIRMS SAVINGS ACHIEVED THROUGH TIMING ON SALE OF POLICE STATION BONDS
New Britain Mayor Timothy Stewart issued a follow up statement on the City’s October 28, 2010 sale of $36.9 million in general obligation (GO) bonds. $18 million of the bond issue are federally taxable Build America Bonds, $9 million are federally taxable Recovery Zone Economic Development Bonds, and $7 million are Tax Exempt Bonds. The proceeds from the bond issuance will be used to fund the construction of a new Police Station. The bonds received a ‘AA-’ rating from the Fitch Group Reporting (“Fitch”) and an ‘A’ rating from Standard & Poor’s Ratings Services (“S&P”).
“Some members of the Common Council had expressed concern about the timing of the bond sale given the wish by some on the Council and in the community to delay the Police Station project.” Mayor Stewart said today. “An analysis performed by the City’s Underwriters, William Blair & Company, showed that if we had waited even three weeks to issue the bonds rather than the end of October, the City would wind up paying an additional $1.1 million in interest costs.”
The importance of the timing of the bonds is due to the December 31, 2010 expiration of the ability of municipalities to issue Build America Bonds (BABS). The closer to the expiration date, the more towns and cities are selling BABS thus saturating the market for these bonds. More bonds on the market means a higher interest rate would need to be paid to attract investors to those bond issues.
Mayor Stewart continued, “By not waiting until later in the year, the City has once again prudently managed our bonding and finances to save taxpayer dollars by minimizing interest costs. This is a conversation I have had with Council members many times: That not only is the amount of bonding important to manage, but the timing is a critical component as well. I felt it was important to confirm that this was indeed the case with the bonds for the Police Station project, as there had been an implication by some that I was ‘crying wolf’ about the need to issue the bonds at that point in time in order to push the project forward. ”
Stewart concluded “While I welcome the Council’s continued interest in the Police Station project, I believe this interest cost analysis shows that there is a quantifiable cost to delay and indecision making it critical to continue to move the project forward.”

Letter to the editor.
Public school education in the USA in at its nadir. Nowhere in the US is that point more evident than in Connecticut. Many attempts in the form of gimmicky “new programs” have been attempted as “silver bullets”; magnet schools, charter schools, schools with special emphasis, i.e., technology, science, sports, etc. In Connecticut, what are the laudable results? Very few in my opinion.
In New Britain, our students that have attended magnet schools in other communities have contributed to raising test scores in those schools. Those same students may have received high test scores in their own NB schools. But, the magnet schools are praised while the local schools do no better. Has something changed in our students ? Maybe. What has changed? The environment? Yes. The teaching ? Yes, but the instruction process is colored by the city or town’s approach to attitude toward supervision of instruction and supportive polices for teachers re discipline/ trouble making students. All “special” schools, private schools, parochial schools, etc. have zero tolerance policies toward disruptive students. They also have well thought out programs for teacher evaluation.
May I suggest for NB and for every other system that is not performing; stop taking teacher supervisors out of the schools for inconsequential meetings once /week. Leave them in the schools to help teachers improve instruction and to help with discipline problems. Stop spending thousands of dollars on out of town experts coming in with more gimmick type programs. Help teachers improve instruction. Of course, that means hiring principals, vice principals, departments heads and central office administrators that know how to improve instruction. Stop allowing kids/students to dictate the tone of the schools.
Connecticut public schools have changed. They no longer lead the field in offering and providing a fair, honest and good education. My opinion is that CT leads the states in offering gimmicks instead of quality education – same thing all over the country. Look at it, the gimmicks have done nothing but offer high consultant fees to out of state “experts.” Hire quality people that have a record of improving instruction; teachers, supervisors. Stop with the inconsequential baloney, it’s not working.

It Pays to be cautious.-- Bed bugs are an epidemic . . .
Bed bugs are an epidemic . . .
Hi All: A bit of information that you might like to know about. We have friends here in our community and one of their sons is an entomologist (insect expert), and has been telling them that there is an epidemic of bed bugs now occurring in America. Recently I have heard on the news that several stores in NYC have had to close due to bed bug problems, as well as a complete mall in New Jersey.
He says that since much of our clothing, sheets, towels, etc. Now comes from companies outside of America, (sad but true), even the most expensive stores sell foreign clothing from China, Indonesia, etc. The bed bugs are coming in on the clothing as these countries do not consider them a problem. He recommends that if you buy any new clothing, even underwear and socks, sheets, towels, etc.. That you bring them into the house and put them in your clothes dryer for at least 20 minutes. The heat will kill them and their eggs. DO NOT PURCHASE CLOTHES AND HANG THEM IN THE CLOSET FIRST. It does not matter what the price range is of the clothing, or if the outfit comes from the most expensive store known in the U.S. They still get shipments from these countries and the bugs can come in a box of scarves or anything else for that matter. That is the reason why so many stores, many of them clothing stores have had to shut down in NYC and other places. All you need is to bring one item into the house that has bugs or eggs and you will go to hell and back trying to get rid of them. He travels all over the country as an advisor to many of these stores, as prevention and after they have the problem.
Send this information on to those on your e-mail list so that this good prevention information gets around quickly.

The Mayor makes his point on the Council floor
FRANKSMITHSAYSNB EDITORIAL:
During the heavy discussions over the contract language regarding the police station contract at last night's council, Alderman Michael Trueworhty attempted to stop the Mayor from making his remarks since he chairs the council meetings; however, the mayor insisted "when the room fills with misdirections, they must be corrected." The Mayor proceeded with his remarks, and rightfully so!

Alderman Louis Salvio Speaks of last night's council meeting
Since this past summer, Mayor Stewart has not been holding leadership meetings with Council leaders. In retaliation,
Democrats Mike Trueworthy and Phil Sherwood have decided to make him “pay.” Word has it that Mike and Phil choose one or two items from each Council meeting agenda to rail against in an attempt to make the Mayor’s life miserable Last night’s meeting (11/10/10) would not disappoint. What should have been a 15 minute meeting turned out to last hours.
In their inimitable, scheming, narcissistic and egotistical manner, the dynamic duo chose to attack a huge project, the building of the proposed Police Station in downtown, New Britain. As has been the case for the seven years that Stewart has been Mayor, Council Democrats have attempted to delay or block any project for which the Mayor may receive credit.
At the start of the meeting, Alderwoman Sylvia Cruz resigned from her Council position and was replaced by Emanuel Sanchez. Since Alderman Pabon (R) could not attend the meeting, Sanchez would be a needed security vote for Democratic scheming.
A resolution on the agenda would have approved initial funding to pay for initial building projects . Democrats balked! Why? Initially it was a contest of parsing of words. However the ultimate goal was soon apparent. Block the project. After repeating ad nauseum how much the dynamic duo does for the city, Trueworthy and Sherwood successfully changed the wording of the resolution to remove the address of the proposed project. This meant that a police station might be built, but where? Three Democrats joined the three Republicans in voting to stop this action. It was not enough. Trueworthy and Sherwood prevailed.
What this move may mean for New Britain is, federal funding and State funding may be withdrawn, financial penalties may ensue, hundreds of union construction jobs may be lost, and breach of contract suits may be issued! Way to go Democrats!
Finally, as the meeting ended and in a disgustingly utter show of hubris. Trueworthy exclaimed loudly, “ I just saved the City $33 million!” Really Mike? Read previous paragraph. The owner of Vito’s restaurant was at this meeting; I’m sure he was pleased with that statement.

Medicare Cuts Payments to Doctors By 23% As of December 1st, Another 2% On January 1st: NJ Healthcare
Seniors need to be prepared to have their doctors cut them as patients because as a result of Obamacare, payments to doctors under Medicare will be reduced by 23% starting December 1st. As if this isn't bad enough news, on January 1st, Obamacare cuts an additional 2% from the payments your doctor will receive due to Obamacare.
You can expect many doctors to begin refusing to accept Medicare patients as a direct result of this drastic cut in payments caused directly by Obamacare. This makes the repeal of Obamacare even that much more important for seniors, who will be left without doctors willing to accept them.

Rename The Bush Tax Cuts To The "JFK Tax Cuts" And Extend Them Permanently?
On 8/13/1962, JFK called for permanent tax cuts for everyone, saying that the lower the tax rate, the more revenue taxes will generate for the government because of the new jobs that lower taxes would create, so why doesn't Congress stop this class warfare they are engaged in on the Democratic side of the aisle and follow JFK's lead--passing permanent tax cuts for everyone in America as a way to reduce the national debt and stimulate the economy?
Apparently, the current day Democratic Party has lost JFK's message for lower taxes as a means to creating more jobs. Maybe they simply need to look back in history to put this country on the right track? Especially since Ronald Reagan was simply following the proven example set by his Democratic predecessor, the late great JFK.
Besides, George W. Bush is such a great statesman, that I am sure he won't mind giving up credit for these desperately needed tax cuts to JFK if that is what it takes to pass them for the good of the nation.

Time For Larson To Learn HowTo Listen?
FRANKSMITHSAYSNB EDITORIAL:
Yesterday in the Journal Inquirer, Congressman John Larson was quoted as calling the new Congressional Republican Majority's plan to repeal Obamacare, cut spending, reduce taxes, and cut the size of government, as "draconian measures." As if that were not enough, Larson went on to say that he (Larson) would not tolerate such "draconian measures," but just who does Mr. Larson really think he is?
Every measure proposed by the Republican Majority has the overwhelming support of the American people. For example, polls show that roughly 70 to 75% of Americans want Obamacare repealed, and as people learn the "draconian measures" in the Obamacare 2300 page bill, it grows less popular with the American people each and every day.
Again I wonder who Mr. Larson really thinks he is? Now that he is a member of the minority party and his vote really doesn't matter anymore, his first order of business will be to start packing up his office so he can vacate his lavish majority office for the Republican that will now be replacing him. Perhaps after he finishes relocating to his nondescript minority office somewhere in the basement, he would do America a great service to shut up and listen. Perhaps he should spend the next session watching the Republicans, and then maybe Mr. Larson will learn how to listen to "We the people" instead of forcing his own personal ideology down all of our throats--the very job he was elected to do in the first place.
Until then, maybe he should save the people some hard earned tax dollars by sharing an office in the basement with Chris Murphy.
A broom closet would suffice.
